The 36-player squad will meet at Pennyhill Park next week for a Guinness Six Nations training camp.
There is a first call up for Northampton Saints’ Fin Smith. The fly half is joined by four other uncapped players – Ollie Hassell-Collins, George McGuigan, Cadan Murley and Jack Walker.
Courtney Lawes returns to the squad following injury. There are also returns for forwards Dan Cole, Ben Curry, Alex Dombrandt and Nick Isiekwe, as well as backs Elliot Daly, Dan Kelly, Max Malins and Joe Marchant.
